You're not missing a thing! Even though there are plugins that we can use on self hosted WordPress blogs that enable us to reply to specific comments, and even quote them if we want to... this function has not yet been incorporated to the blogs here on wp.com. I'm hoping they add this functionality SOON, it would make things so much easier!
